A program for managers who see education as the foundation for community development. Each team creates an individual strategy and transitions from managing separate institutions to creating a holistic child-centric community model.

The program is designed for community management teams (5–6 people), which include:

community leaders (heads and deputies in the socio-humanitarian sphere) who shape policies, influence decision-making, and allocate resources

educational managers (heads of education departments, educational, cultural, sports, social institutions, libraries) who are directly responsible for the development of the community's educational and cultural system

educational practitioners (teachers, employees of inclusive resource centers, centers for professional development of pedagogical staff) who implement changes directly at the level of educational processes

April 30-May 2, 2026

Module 1 — Strategic Optics of Community Managers

Duration

3 days

In the module, participants will begin working with strategic optics to see the education system not as a set of institutions, but as a space for shaping the future of the community.

June 4-6, 2026

Module 2 — Community Education System in the Logic of Child-Centric Development

Duration

3 days

Participants work with education as an open system that operates in the context of the community and broader social processes.

July 2-4, 2026

Module 3 — Educational Systems of Volyn Communities: Management Models and Practices (field trip to Lutsk)

Duration

3 days

Through working with the context of the Lutsk MTG and the region as a whole, participants will examine how the historical, economic, and spatial contexts interact in the development strategy of a specific community, how priorities at different levels are aligned, and what role education plays in the overall logic of territorial development.

July 30 - August 1, 2026

Module 4 — Vision for Community Education Development. A New Model of the Community Education System

Duration

3 days

In this module, participants move towards a holistic vision of the education system in their community; they will consider how individual decisions, initiatives, and roles are interconnected.

September 10-12, 2026

Module 5 — Management Processes and Modeling of the Community Education System

Duration

3 days

Participants will transition from administering functions to designing processes as value creation chains, where each management decision contributes to the quality of life in the community.

October 15-17, 2026

Module 6 — New Approaches in the Work of Community Education Managers

Duration

3 days

The module shifts the focus of education quality management from control and comparison to development and support.

November 26-28, 2026

Module 7 — Final Module

Duration

3 days

In the program's finale, participants work with models of their communities' education systems and verify how decisions at different levels are interconnected.
