Government Relations
A program for founders and top executives who view engagement with the government as part of their company’s strategic management.
The program is designed for founders, CEOs, and senior executives of Ukrainian companies, as well as professionals who:
They operate in an environment where government decisions directly impact business development, rules of engagement, market access, and the company’s long-term operations.
They have significant management experience, are responsible for strategic decisions, and are highly attuned to the company’s external environment.
They face regulatory changes, the stance of government agencies, industry-specific restrictions, requirements from regulatory bodies, and public scrutiny of business decisions.
They strive to understand the rationale behind government decisions and the dynamics among stakeholders, and to represent the company’s interests professionally and ethically in the public sphere.
These developments are taking place against the backdrop of profound transformations in Ukraine: war, European integration reforms, future post-war reconstruction, and changes in the model of interaction between the state, business, and society.
After completing the training, participants will be able to:
Develop a comprehensive strategy for your company’s engagement with the government, covering objectives, stakeholders, tools, and a step-by-step approach.
Assess the regulatory and political environment surrounding your company and identify key indicators to inform management decisions.
Identify key institutional barriers in business-government interactions and develop strategies to overcome them through systematic collaboration.
Understand the dynamics of collective engagement with the government and other stakeholders, and identify the most effective ways to collaborate.
To see how international institutions, standards, and partnerships can strengthen the business community’s position in its interactions with the government.
Understand how a GR function can be organized within a company, what roles and processes support it, and what management metrics are used to evaluate its effectiveness.
The structure of the program
Module 1
The State, the Public Context, and the Logic of GR
June 22–24 [10:00–18:00]

The first stage focuses on analyzing the power structure and identifying decision-making centers relevant to the business. Participants examine the regulatory environment surrounding their businesses, identify institutional barriers, and learn to distinguish the ethical boundaries of interaction with the government. By mapping stakeholders and studying mechanisms of influence at the local and central levels, a strategy is designed for presenting the business’s position to various audiences.

 

This stage concludes with participants preparing an analysis of the impact of draft legislation and reforms and formulating a specific GR issue for their own company. 

Module 2
The company's position, engagement, and influence in GR
July 20–22 [10:00-18:00]

In the second phase, the focus shifts to strengthening negotiation skills, ethically communicating positions, and fostering collective collaboration through associations and coalitions. Participants work on their own case studies, integrating media strategies, international levers of influence, and AI tools to develop substantive arguments. Special attention is given to designing the GR function within the company: defining roles, processes, and key performance indicators used to evaluate its effectiveness.
 

The outcome of the training is a developed and validated GR strategy for the participant’s company, strengthened through presentation and feedback. Participants emerge with a comprehensive action plan to address their challenge and the ability to integrate systematic engagement with the government into the overall management logic of their business.
