The head of the program, Serhiy Voznyi, emphasized that the training helps the Defense Forces to develop capabilities, generate strategic ideas, and transform them into practical solutions that are already being implemented by the Ministry of Defense. In this way, a community of specialists is being formed who think systemically, interact effectively with the defense industry, and become drivers of change within their institutions.

The program is focused on developing Ukraine’s defense potential as a complex system. Its priorities include the design of a management system, the implementation of best international practices and NATO principles. The program serves as a platform for creating strategic solutions, fostering high-tech capabilities, innovations, and deepening cooperation with international partners.

Valerii Churkin, Head of the Office of the National Security and Defense Council (NSDC), underscored that the concepts developed within the program have formed the basis of real decisions in the security and defense sector—from units of the Armed Forces and the Ministry of Defense to the strategic level of the NSDC. The combination of academic knowledge and practical experience created a framework that enables the scaling of processes and coherent action.

Helena Savruk, Associate Dean of Kyiv-Mohyla Business School [kmbs], noted that one of the key outcomes of the program was the creation of a community that allows for systemic work and mutual support in tackling complex professional challenges. She also expressed gratitude for the steadfast support of the United Kingdom, whose partnership helps foster modern management and technological approaches in the defense sector.

In turn, Kyle Sargeson, Deputy Senior Adviser on Defense to the United Kingdom, emphasized that Ukrainian sovereignty remains a key priority for both the UK and Europe. Programs like this one strengthen that sovereignty by developing strategic thinking and new defense capabilities. He noted that the knowledge acquired by participants will have a lasting effect on the work of many institutions, and that the combination of Ukrainian determination with new approaches makes Ukraine an important part of the European security system.

The Strategic Program for the Development of the Armaments System of the Defense Forces is being implemented with the active participation of the Ministry of Defense of Ukraine and with the support of the Government of the United Kingdom of Great Britain and Northern Ireland.
