The partnership aims to develop educational programs for the security and defense sector and to strengthen engagement with the defense-industrial complex.
Serhiy Voznyi, Head of the Strategic Program for the Development of the Defense Forces' Armament System, emphasized that cooperation with the Federation enhances the program's practical dimension and enables a closer integration of the educational, managerial, and industrial components of the security sector. According to him, the program is building a community of change-makers—managers who return to their workplaces equipped with new strategic thinking, the capacity to shape policies, and the ability to implement systemic solutions.
The educational program focuses on developing Ukraine’s defense capabilities as a complex system. It centers on the design of management systems, international best practices, principles aligned with NATO standards, and the development of strategic decisions aimed at strengthening defense readiness, advancing high-tech capabilities, and fostering international cooperation.
Igor Fomenko, Head of FRU Defense, in turn, underlined that the defense-industrial complex is a fundamental sector for preserving the state’s sovereignty, and at the same time, one of the key drivers of Ukraine’s future economic growth. He stated that analytical communities formed around educational programs such as this are capable of producing documents and decisions of practical value to the government and central executive authorities.
The Strategic Program for the Development of the Defense Forces’ Armament System is implemented with the active participation of the Ministry of Defense of Ukraine and with the support of the Government of the United Kingdom of Great Britain and Northern Ireland.
