At the initiative of Yevhen Silverstov, this year's PMBA graduate of kmbs, an expert in defense procurement and provision, and a serviceman, we are announcing a closed meeting for the community.
We will discuss the defense procurement system during the war not only in terms of procurement volumes but, most importantly, in terms of the ability to transform requests from the front into specific technological solutions. Today, we face typical gaps in this direction:
- The need is described as a nomenclature rather than an operational problem/application scenario and expected effect.
- Fragmentation of processes and roles: “military – planning – finance – procurement – market” operate alongside each other but not as a cohesive chain.
- Weak work with alternatives: decisions are made without systematic comparison of options, lifecycle considerations, and risk assessments.
- The market is not integrated into planning as an active participant: its capabilities, limitations, and production tempos do not become part of the management decision.
- As a result, there are delays, inconsistencies, and “distortions” of priorities that cost time, money, and combat effectiveness.
At the meeting, we will discuss the following questions:
- Why, in wartime conditions, does the traditional logic of “procurement by nomenclature” not provide the necessary speed and effectiveness?
- How to formulate requirements: from operational problems and application scenarios to functional/technical parameters and the object of procurement.
- How to “stitch” together the interests and responsibilities of key process participants: military users, capability planners, finance, procurement, and the market.
- What data and analytical tools are needed for comparing alternatives, prioritizing, and resource balancing.
- The cascade of requirements: from operational problems and scenarios to functional/technical parameters and the object of procurement.
- Alternatives and the market: how to compare options, work with manufacturers, mitigate risks, avoid monopolies, and maintain competition.
About the speaker:
Yevhen Silverstov is a serviceman, an expert in defense procurement and provision. He is the author of the “Prozorro Market” concept and the head of its pilot launch. He led the first centralized procurement organization in Ukraine – the State Institution “Professional Procurement.” He carried out procurement for one of the Airborne Assault Brigades of the Armed Forces of Ukraine. He initiated the consulting project “Project 100” for military units, participated in creating a training course on defense procurement on the Prometheus platform and Army+.
